HD changed the pedal mount somewhere around that time, I don't recall the year.
The new bikes have a "barrel" type mount on the pedalthat slides over a stud.
If your stock pedal has that same "barrel" type mount and stud coming off the frame, it'll fit.

Harley changed the brake pedal on the Touring models in 2002 to a longer one. It will fit on '97-'01 with no problem. The 2007 pedal should also fit back to '97. If you are interested I have the extended brake pedal off my 2002 Road King. I put a Bubba's billet one on it.
