You "CAN" run most slip-ons without doing any other mods. You might want to stay away from DRAG PIPES & Fishtails (with out baffles)...
You know that this will not increase you performance & this will not help in reducing\addressing the heat issue on '07 & '08...
Seeing as you live in So Cal... I'm sure you have heard about some of the citys around here are tagging PUTTS for excessive noise and modified exhaust...
I agree, slip-ons without a fuel manager is a bad idea due to the lean running HOT motor. The biggest bang for the buck if you are going to go the slip-on route is the Fuel Moto set-up...Rush slip-ons (which sound great!), intake, and most importantly, the fuel manager (PCiii). All for about $795, good sound, a nice performance increase, and best of all, no worries about your bike running too hot and lean! My two cents anyway[8D]
Yes you can do just the slip-on's, however the bike will run lean which also means hotter. Air in + air out = Happy Motor! I did the Vance&Hines basic slip-on's, V&H Fuel-Pak and stage-1 air cleaner and my '08 Ultra permorms great. This is a simple install you can do yourself in about 2 hours in your own garage with basic (1/2", 9/16", 5/8", hex & phillips head) tools. Follow the directions, plug in the fuel pak and set the values for yourmuffler and ac set-up(included in the directions or on their web site) and go riding.

I just installed V&H Ovals, Ness BS and SERT this weekend. Easy job. The Ovals were actually a little quieter than I expected. I do believe you can install slip on's only if you just want more sound, but as stated you and your bike will be much happier with better airflow and fuel management of some kind in addition to the pipes.
Just don't do the screamin eagle slip ons. They are worthless. I have heard Rush slip ons are good. You will need no fuel management with slip ons.

Are they louder than stock, andgrowl when youcrank the throttle - yes! I've had the old SE II's on a bike and for me those weretoo loud after 100 miles.I always had to wear ear plugs. I don't particularly care for Rinehardts, but I would agreethey area good exhaust system. For some of us SE slips ons are the perfect blend of performance and sound. They settle in after 1000 miles and sound really good in my opinion.
Are they as loud as Rineharts - no, but maybe some people don't want a really loud pipe.
Ask any of us who have dyno'd their bikes and the SE slip ons show considerable performance improvement in Hp and torque.
I just don't think you are giving an honest answer to the question here. SE slip ons uniformally provide better sound and improved performance. I think you might have said "in your opinion" SE slip ons are worthless. By every measurable parameter that is not in fact the case.
Remove 1 muffler clamp and 2 bolts holding muffler under each saddlebag. Slip mufflers off, slip on NEW ones and reinstall the hardware. You are done !!!
