I think you hit it on the head here. I think the FM signal probably doesn't travel too far and stays fairly close to ground. If the stock antennae sticks up so much higher than any hidden one it will still pull in a signal after the hidden one has reached the outer limits which will happen sooner on hills than flat areas.
