the air baffle came stock on the earlier models of all touring harleys, i think they stopped putting them on in 85. the roadglides continued with them until 2010. if you want a fork air baffle, harley has them in the parts and accessories catalog, but you can get one for about a third of the cost if you get one for an 09 or earlier roadglide, it'll fit all the touring bikes, and attaches with three screws. easy and quick to remove for summer if you want to. it reduced the face blast from the gap between the batwing and the tank a lot. i keep mine on year round.
