Someone else has posted that they also had the new canister in a bike w/a B.D. of 10/07, Another with a B.D. of 10/07 did not. Therefore I think it's safe to say that sometime during the month of Oct. 2007 Harley started using the new part.(now it's all starting to make sense) My bike has a B.D. of 11/07 and it has the new part allready in place. Hope this helps.

Bought my 08 ultra in December of 07
bought new fuel canister PN#62229-08A opened up tank to replace the part and the one in the bike is exactly the same as the new part
is this on the 2007 and 2008 models that have the problem???

Went to change mine out this morning. Mine has a build date of 10/07. Igot it apart and found mine has the new style already in it. Oh well it was raining this morning and had nothing better to do.

Well guess what,do nothing and nothing will change. It's worth a shot. Maybe if people started suing Harely Davidson for the hardships that this defect is causing, then I think it's safe to say they will make it happen. As I had stated in another post, it's a damn crime what there doing. Someone has to die before they change a life threating defect. Pray that it won't be you!
