Correct. I ujust installed the kit on my '07 EGC. The differance is the old one is straght and the newer one is wraparound. Took me 15 minutes to install and another hour to figure out (and fix) that they were wired backwards.
Just ask the guy at the parts counter of your local HD store to print out the instructions from the kit you need. Takes all of 30 seconds.
You may also need the connector to plug into the Tour Pak wiring harness on your bike and the wire terminals (pins or sockets). You can buy these, if you need them, from the HD store by getting the part numbers from the Touring parts book.
