If it's an '06, do a search on steering lock in the forums. Someone recently posted about this. Seems like they said you had to push down on the lock mechanism and turn it over to (and past?) the lock position while holding the steering against the locked left maximun position...???...

Don't see what type of bike you have. I know first hand with my 06 bike, the first time I tried to lock the steering head I had problems. You have to make sure the wheel is fully turned for the lock to engage. Now after a couple months of use, the lock just slides into the lock position

The '06's are giving some folks fits. If you do exactly what the instructions tell you to and work them very gently you shouldn't have any trouble. I think (hope) that a re-design will be coming.
