I couldn't get anything thin enough to go between the rubber & the metal, but an XXL cable tie (wrapped around the top of the rubber) stopped all the squeaking. Can't explain why, but it works perfectly.
Once that noise stopped, another one became apparent, right under the Tour Pack. Traced it to one of the two bolts that attach the license plate bracket to the mount (located underneath the license plate).
My rubber bushing slides out of place. It's new so drying out is not a factor. I've slid them back in place and it quiets it down until in moves out of place. I'm going to use some wire to keep the bushing from sliding forward or backwards. That should solve the problem.
