Mine 09 did the same thing until last week when I had it Dyno tuned. I used a guy that did a direct tune of the ECM. He used the Dybolink system. It does not do it anymore. There are a couple of the tables in the ECM that regulate starting parameters like feul, air, and rpm. I think the stock values are screwed up. The whole bike runs smoother after the tune.

My 09 Ultra does the same thing. I thought the PCV would help the problem out, but still does the same as when the bike was stock. Mine goes up to 1500-1800 RPM and down to about 1000 then back up, back down, back up and so on. The RPM's does this for a couple minutes then everything is OK. Also does it when started hot not just a cold engine. I have 9500 miles on the bike and FM map with the PCV.

I'm with Dakota even though I've got 12K miles on my Ultra with FuelMoto Package. When cold start, My RPM's goes up and down for a minute or so then the rest's good all day long. No problems.

Remember that the problem is with the startup parameters in the ECM. They cannot be adjusted with an out-board tuner. You have to get the ECM adjusted or Dyno'd.

Add me to the list.... I had left town for 3 weeks and when I got back the weather was miserable so I couldn't ride for a couple more days... Now the temp is down and on a cold start my bike has the high to low idle for about ~20 seconds then it dies. I can play with the throttle to keep it from dying and once the bike is close to warmed up, it runs fine.... This sucks...Just what I need, spend another $400+ on a TTS or SEPST.
