Try "Goof Off". You are still gonna need some elbow grease too! Let it cool off and try to soak it ie. wrap a small towel soaked in the cleaner around the pipe.
If all else fails, try a product called "Aircraft Stripper" paint remover.
I ran over a juice box that the kids left in the driveway, but didn't realize until the next day after it had tried onto my muffler (it took awhile to figure out what it was...looked just like brake fluid). I first tried mineral spirits and steel wool to no effect. Finally had to resort to the paint stripper...worked great.
Once again, I'll share the British trick for this. Grip a US penny between your thumb and pointer finger, now rub the plastic off your pipes. The copper is softer than the exhaust chrome, and it won't leave a mark. Test it on some of your "take off" parts first if you are afraid it might mark them. Easiest way to get it off. Then let us know how it works....
Another thread was useing the "Easy Off" oven cleaner and swearing by it (not at it). Like Myfirsthd said, don't get it near the paint. Spray it on a rag and then wipe the pipe down.
