forks surge up and down when braking

forks surge up and down when braking
Recently purchased an 02 Road King. Replaced the bent front end with a used 06 with progressive lowering kit. Installed new reg. weight Hd fork oil, new brake pads. The rotors are used but not grooved and when layed on a flat machined surface seem flat. Front tire is good. Bike tracks and rides fine. When applying the front brakes the forks surge up and down and make braking a pain. What gives? thanks for the help, this is a great forum.
