I bought my ultra out of state so I have a temporary plate and no inspection yet. I've seen several people in New York place their sticker on an extra plate on the left side of the bike down by the shifter. I really don't want the sticker on my front forks but I'm not sure if this plate will work on an Ultra. Anyone done it? Have a part number and maybe a picture?
I got this type inspection plate from a local place. It has a slot welded into the back and attatches with a worm clamp. Couldn't decide if I liked it on the engine guard or bag rails until I installed it on the rail, and that's where it's staying. You can see it in a pic in my albums, the sticker is green.

I took a piece of plastic the size of my sticker, drilled a couple holes in it and attached it to my rails at the rear of the bike with a couple of zip ties. Looks pretty good and it can be seen. It'll also slide so I can clean around it.
Your local Dealer should have one of the bolt on plates that you can place at the bottom of the crash guard. If not, then have one fabricated at a local shop. Too easy!
Drag Specialties offers a neat one that swivels and has a clamp to attach to either engine guard or downtubes. The only problem is that it is about $40
NYS states it must be on the left front, permanently affixed to the vehicle. NYS law allows for it to be bolted on, however DOT won't allow it bolted on and some police will try to ticket you. All we do is remind the police that Jeeps windshields are bolted on and do you ticket them also. The intent of the DOT law was to prevent truckers, etc from moving their Ton Mileage Permit Stickers from one vehicle to another. The inspection stickers lok much better on the plates raher than wrapped around the fork or frame. Hope this helps. Where are you located in NY state??
I live in MA and for a state that invented the word clusterfark, they at least got it right when it comes to the inspection sticker for scoots. They put it on the tag itself.
It took my polished SS plate the my dealer put the sticker on and moved from the fwd crash bar mounting bolt to the upper light bar mounting bolt on the left front fork slider cover. I angled it up and in line with the fork. I put a small diameter thin washer between the plate and the upper mount so it wouldn't scratch the chrome and it doesn't hit the tank. Blends in with the front fork slide and is hardly noticeable.
