I hate to tell you this being that you're an ex LEO but I use it mostly to paint the letters on our car/motorcycle tags. The letters on them are GREEN, not a good color, so I paint them black. I have several LEO riding buds that do it and don't seem to have a problem with it. I've been doing it for me and others for years and haven't gotten in a jam yet. I really don't think anybody notices because Oklahoma has a gajillion personalized-type tags in all different colors. I guess if they can read it, it's OK.
What the best technique for touching up chips? I heard using a toothpick is the best pay, but do you need to sand at all? Do you need to put clearcoat over it?

I've never had one big enough to worry about sanding. Mostly just tiny rock chips. I've never put clearcoat over a touchup. They were so small that I'm sure it wouldn't have made any difference anyway.
