Mine have the fogging and to me it looks like the fog you get on the inside of your car windows from all the plastics outgassing (especially when new) The lamp housings are plastic I believe, add the heat of the bulb and you have the same situtation as the inside of a car in the sun. This is just a guess but that is what the fogging looks like in my case.
Take the lamp bulb out, pour in a little vinagur, rinse it around, then pour it out, let it sit to dry. That's it ...Done.
I have done it to both my bikes, and the fog lamps stopped fogging up.
You can buy pipe long Q-Tips with a cardboard stick. Bend one to a 90 degree angle, insert where the bulb goes, and wipe around. They really do the trick not only on the moisture but also any dust or plastic film inside.
Here is how you want to clean it out and it will last quite a while.
Use about 2 - 3 drops of Dawn (THE ONLY ONE THAT WORKS FOR ME) into the housing (ok with out the bulb) then use HOT water, from the tap. Mix it around inside, rinse with hot water but not completely.
With a clean air source blow it out and then let them dry inside. Once dry, reinstall your bulbs, and your ready for another season. Hey I know it works, and I was impressed that this is what HD dealers are told from their tech people at the MOCO HQ. Give it a try, the only thing you have to loose is the dirt that has been accumulating around the lens any way.

LOL, lot of work and time. See previous post on long q-tips. Two minutes tops per lens, including headlight.
Not Really, 10 minutes tops. But like always, it's only one opinion. I can see that other ways may work as well. But there's nothing wrong with another way as well. To each thier own tools and tricks. Sorry to be a bother.
