in many states turn signals are not required, just that they have to work if installed. otherwise a lot of choppers would be getting nailed. proper hand signals still work.
I wouldn't say they "aren't required but must work if installed" unless you're talking about home-built bikes. I believe a little research would reveal that the running gear is supposed to be either stock or equivalent on a "store-bought" bike.
In Calif they ARE required! I believe it became mandatory on anything manufactured after 1978. I dont have my CVC book here at home its at work. I can check when I go back.
