Saddlebag insert question?
Love yer scoot, tho. You have fine taste!
I've had my '04 FLHTPI for four years and encountered the problem many times (saddlebag filler strips, detachable hardware, detachable sissy bar, detachable TP racks, etc.).
The filler strips, chrome and color-matched, not slotted, will fit--I had the chrome version and removed them when I changed out the saddlebag guards and guard rails for the SG/RG/RK Custom style. The pre-09 chrome part number is 45898-98.
Good luck with your project.
The problem with the HD catalog is that it almost never mentions police model EG's or RK's in the fitment information, so the inference is that the part won't fit.

I've had minor issues getting parts but most EGS and RK numbers do work.
Develop a good relationship with the parts counter people and you can "borrow" their parts books and compare the civilian and police models. The police bikes are identical to civilian bikes in frame, fender, exhaust, wheels, turn signals, tail light, front forks, brakes, windshield installation, and other frequently modified parts of the bike.
Are there important diffferences? Yes, and these usually involve the interconnect harness when you want to install an oil pressure gauge, oil temp gauge and cruise control to name a few. Having added all of these to my bike over the past four years, I'd recommend getting the part no. for the civilian interconnect harness and buying a used one on ebay, along with the civilian handlebar switches. It will make adding chrome controls, handlebar controlled radio, cruise control, and similar items much easier. Otherwise, you will be hacking/splicing the cop bike interconnect harness which is what I did. In hindsight, I would have saved myself a lot of wiring work by just buying the civilian wiring harnes which I have done recently.
With a cop bike, bottom line is you often have to do the research yourself using the parts and service manuals.
Yes, the non-slotted fit. As for "calling the dealer," my experience has been the parts people are zero help regarding fitment since they have no experience with police bikes, and are only marginally better with civilian models. Heck, until a couple of years ago, HD didn't even list the detachable TP racks as fitting Classics and Ultras; probably, because installing them involved relocating the AM/FM antenna, etc.
