Done some work on my 99 FLHR and had the head light and driving lights off. I had to re solder the wires in the driving lights and once i put it back together I keep blowing fuses every time I turn my driving lights on. I have check the connections on the lights and changed the connections but still blow a fuse every time i turn them on. Any suggestions?

YOU HAVE A SHORT Something changed after you soldered them.
Unplug both driving lights at the lamp. Turn switch on and see if fuse blows. If it does not, plug in one light at a time until the fuse blows.Now you know where the short is.
i was going to suggest the pinched wire, that will do it everytime. I went through a box of fuses when replacing my handlebars as i had the highbeam wire pinched, but didn't knwo it until i turned on the highbeams!
I have a similar problem, the head light fuse blow when I start the engine. It is OK with just the ignition switch on but when I start the engine the fuse blows immediately.
