Sounds like the stuff car dealers use to try and sell "polyglycoat" It was a one time wax that was around the same $700 price. Save your money and buy good wax.
I don't think that stuff is designed to prevent rock chips and damage from dragging boots across saddle bags. Its more for damage for the elements and the stuff that birds leave.
I used the 3M product on saddle bag lids and it does prevent boot damage. They make precut kits for various areas. I think the saddle bag kit was $50.00. You could do the whole bike for half of what they want for it. It does show a little though.
