1. Get a new drill bit
2. Use a putty knife to hold the weather seal up to drill out the rivets.
3. You will have to drill out the holes on the tour pack due to screws are a little bigger
4. It is alot easer if you have someone help to hold the lid while drilling
5. Drill slow.
Then enjoy they make a huge difference in looks.

Its actually a whole lot easier if you dissemble the old style strap hinge pin, then you can set the lid on a stable surface for drilling.
It is a two piece pin that you hold one end with a #25 torx and unscrew the other end with a #15 torx.
After removeing the screw from the teather strap close lid and dissasemble hinge pin, then lift entire top all at once.

Did mine yesterday, just drilled the old ones off while it was on the bike, didn't take it all apart like HD wanted. 4 hands would have been nice but you can do it with 2. Take your time and enjoy the new look when your done.
