Some will denounce these because they're sold at Harbor Freight Tools and are probably made in China, but I've had the following two TQ wrenches for more than 10 years and they not only still work but are very accurate:
I had these tested for accuracy and the 1/4"-drive was dead-on throughout its range and the 1/2"-drive was off one lb. at 150 ft. lbs., well within their 4% accuracy claim. They also have a lifetime warranty, which few others have.
The 1/2" wrench is currently on sale at $15 and the 1/4" is $20.
I had a $300+ Snap-On at one time and it wasn't nearly as accurate as the HF wrenches. Snap-On wanted $40 to calibrate it, but I sold it instead.
I have both. Got the Craftsman ones at Sears. I didn't think they were too expensive and they have that "lifetime" guarantee.

It might be worth noting that the $70 (on sale) wrench has a 1.9 out of 5 average rating by customers. They're apparently having trouble with locking rings, and one customer said his broke after one year and they wouldn't fix or replace it. Thus, I presume they don't have a lifetime warranty.
