No...ya don't have to clean it...but it prevents building up and other issues down the line. It always pays to clean up parts when you take them off...usually better for the re-installation and prevents improper clearances.

YES, clean the bolt and or hole each time, especially if it is bolted in aluminum. Taking apart bolts in aluminum while not cleaning off the old loctite will eventually strip the threads in the aluminum, due to eliminating the thread tolerance within. I always clean off old loctite with a wire wheel and will use a water dampened rag or blow it out, to clean out the bolt hole.
