Yes you should take action, get it off the lift and ride it problem solved
I had exactly the same experience when I first bought my 2009 Ultra a month ago. The front wheel was WAY harder to turn than any other motorcycle in my experience (including my 2007 Road King.) However, since it didn't show any evidence of brake problems on the road, I left it alone.
Today when I put it on the lift to wash it (it now has about 1100 miles on it), I turned the front wheel. Now it turns just like every other front wheel. I have no explanation, other than maybe the pads bedded in to the rotors and now there's less friction. I don't notice any difference in braking action.
YES take action. You need to send the bike to me right away as it is VERY VERY dangerous for YOU to be riding it in this condition. I will take it off your hands and release you of all liability. Not only saving your life but keeping someone else from sueing you for letting them ride such a death trap.
