Ignition lock question

I just bought an 03 ultra, and I have a stupid question about locking the ignition. I can lock the ignition while in the fork lock position and it engages the fork lock. But if I try to lock the ignition in the off position, I can still turn it and start the bike. You should be able to lock the ignition without putting it in the fork lock position right?

Nope, it locks the forks.

Thanks for the quick response. I thought you should be able to lock it in the off position, but thats OK. I guess a guy should have the forks locked anyway.
