Cleaning the bike today I noticed the mounts between the rear fender and indicator mount are loose. Service manual has no details on this. I am pretty certain I know the answer to this but I thought I would clutch at a straw first:

The bolts are 1/2"; at least they are on my '04 EG. A relatively easy way to do it is to remove the tail light lens, unplug the connectors plugged into the circuit board, then remove the tail light housing/cirucit board (it's attached with a single screw). With the tail light assembly out of the way, there is a hole in the fender that will allow you to reach behind the fender and access the bolts that secure the turn signal bar to the fender.
You might be able to put the bike on a bike lift (the type that lifts the frame), remove the lower shock bolts, then raise the bike to provide more room between the tire and fender to access the bolts.

I can tighten mine by simply using a box end wrench and sliding it up between the wheel and fender. I don't even put it on a lift. I found mine loose once as well.

I must say that I am really disappointed with some of the captured nut or stud details that HD uses. The seat screw is another example, there are just much better ways of doing that in it is not a cost issue
