Can I just take the bottom shock bolts out and with the bike on a jack drop the rear wheel enough to access the tie straps that need to be cut.Thanks Mike.

 

I pulled the extra inch or so wire length I needed without cutting any straps inside the fender, just the one under the seat. The tail light assembly that needs to be replaced is bolted to the fender. The bolts are behind the fender support cover.
