stereo problem
I have had my 09 ultra back to the dealer twice for this problem the first time they replaced the radio the second time they did nothing and said they couldn't find anything 
The problem is the volume on the radio will jump from a low volume to a normal (louder) volume while using the bar mounted controls, almost like a cd skipping. It no longer reaches full volume, it is still loud but not as loud as it once was .I know it's not a major problem but I would like it right. Has this happened to anyone here and if so how did you fix it.

I feel for ya. I would keep complaining and make the dealer deal with it. A second radio would be a big clue that this isn't the problem.
I am guessing that you have a pinched speaker wire, a bad ground; something that is robbing power getting to the speakers.
Have you disconnected the plug to the rear speakers? This will help isolate where you might be having problems. The tourPaks have a harness and the rear volume control (a big resistor) which also controls things. I would disconnect all of that to see if you can change symptoms of your problem.
If you're any good with an ohm-meter I would start testing opposite ends of the harness. BUT..... this is stuff the dealer's techs should be doing for you.
You can always go to a different dealer.

Try turning the AVC setting to the off position. If it's set to high, it may have a weird effect on the volume control response. If this does not work, contact Iron Cross Audio. They will walk you through the procedure on how to turn off the J1850 like to the unit so you can eliminate the possibility of that circuit on the bike causing issues.
