The bike has been in the shop 9 of the 23 days we've owned it with electrical problems. It died on the way to the dealer and had to be towed. The dealer told us to drive it in. Guess we shouldn't have listened to them, but now we have a $229 tow bill and the dealer has our bike again. This is our first Harley experience an it isn't a good one. I guess we should have stuck with the
Gold Wing, it's a 1978 and has never given us a problem.

It's perfectly normal to tow new Harleys due to electrical problems. Had the same thing happen to my '07 RKC.
I've had my 09 Ultra for 7 months now and have had no problems at all.
What do you mean "no one wants to take responsibility"? If I we're you, I'd find another shop to look at it.
Definitely go back to Rice if somebody would be interested in a Lemon! Sell it? Would you buy a used Harley for $23,000 knowing there is a problem or should they be a decietful as the dealer. It's bull when the dealer knowing sells a bike that has a problem. Yup it happens!
