Street glides already ride 1" lower from the factory. 2" travel. You have dropped it another two inches. So yea, its gonna bottom out, rub the tire, and ride like crap.
Take the lowering blocks off, put a mustang solo seat on (with or without passenger pillion) Between the seat sitting you lower, and it being more narrow at the nose, that will probably help you far more in getting your feet down than taking all the travel out of the rear of the bike, and you wont make it ride like total crap in the process. The streetglide stock seats are actually pretty tall and WIDE at the nose, and that contributes a lot to not being able to put your feet down when you have short legs.
I have a website showing some different seats on my 07 streetglide, along with taking measurements of the height etc. Ill post a link later tonite when I get home from work.

These are on my 07. I would think the 08 versions of the seats would be pretty close to the same.
As I said in the post above, if you look at the bucket hieight, and nose width on the Mustang Solo, you will see that it sits a good deal lower than the stock SG seat, (well over an inch lower) and the narrow nose also helps with getting your feet down. If you order DIRECT from Mustang, they will give you 10 days to try the seat, and return it (undamaged) for a full refund if it does not suit your needs, but you MUST order factory direct for that.
I really think the Mustang solo seat would allow you to put the shocks back to normal (remove the lowering blocks) and you would get the your feet on the ground just as well while keeping a much better riding bike with no bottoming or rubbing problems.

I'm 5'6" and have almost the same problem as you. The stock SG seat is way too wide at the neck. A friend gave me an older pillow look Electraglide seat that was narrower at the neck and it made all the difference in the world. Like comparing straddling a 2x10 vs a 2x6. The closer together your legs are the longer they are. Good luck and don't give up.
It shouldn't be about the ebay resale, but whether you can ride the bike securley by being able to put your feet flat on the ground. Pay some $$$ for a custom made seat that will lower you another inch or two, then ride the bike. You already got close to $20,000 in the street glide, what is $400 for a seat that allows you to actually ride it?
I'm just pointing out the obvious without being an *** and just telling you to grow 3 more inches.

I purchased an 08 Glide and when I did the dealer promised me it could be lowered to fit my inseam. Sadly it is 29 inches. My Softail was fine and it was lowered by the same dealer so I trusted them to do the job. Of course they couldn't lower it to the level I needed. So I started looking on the net and found a kit that re-positions the shock and lowers the bike. I lowered it 2in with the kit (it can go another inch) and it feels to me that the tire is hitting the fender. Also the ride is really shitty. I have currently 30psi in the shocks also. I've been looking for a year now but haven't asked anyone here for help. So anyone have any Ideas? If so even if there off the wall please post them. As it is now I feel un-safe on this bike when I need to back it up or come to a stop on a hill or with a rider. I even tried giving it to my wife cause she is taller than I am and I myself riding her softail but she don't want it either. Getting this bike was a mis-take but I always wanted one and now I wish it was gone. I still owe on it so selling it isn't an option. Please feel free to crack jokes about how small I am, I really don't care I just want help with getting this thing lowered without tire issues.
bitchin baggers cut my factory shocks on my 08 streetglide an additional 1 1/4 inch.I have no issues with them.
get the "reach seat" from the harley dealer or catalog. also go to a lower profile rear tire with a 1" smaller sidewall. now adjust your blocks back to 1" for safety and a better ride. you will be 1" lower than you are now and alot better ride.
