I had the same problem with my 03 RKC and 06 Ultra. (both were purchased new). This may sound hocus pocus, but I dumped the HD primary oil and replaced it with Amsoil 20-50 syn. Within 50 miles or so engagement chatter was gone. Note: I havent tried any other brand synthetic so Im not sure if the cure was Amsoil or a synthetic oil.

Oil level should be to the bottom of the spring (32 ounces after draining) with the bike level.
Switch to Amsoil Synthetic and it will completly eliminate the clutch problem, you can run Amsoil Synthetic 20W50 motorcycle oil in all three holes.
Clutch should be adjusted cold!
