I had the same problem last fall and I had to show the dealer the service bulletin. He was going to charge me for diagnostics, I found the bulletin online and took it into him.
My starter went bad on the last day of vacation during the Christmas holidays (2008). I was going to load the bike on my trailer and the starter would not work. Lucky I guess. It was covered under the extended warranty. Two days before the starter went bad my cruise control quit working. Had to have the starter and cruise control module replaced.
I just had a bigger stator and voltage regulator put in my 1994 ultra classic. And now i to am experiencing some of the same problems with the bike. I ordered a new starter on ebay and should be here anyday but after reading your post and solutions im going to go check my relay and if thats the problem then the starter will become a back up...Thanks guys for all the good tips
I hate to be a wet blanket, but I don't think your problem is the mounting bolts. You said there was no click, which means the starter relay didn't engage. I would suspect the start button contacts.
I could be wrong, (I was once before) but it seems like a good thing to check also.

When I found my starter bolts loose, it didn't click either, just nothing. The starter was losing it's ground, and so was the solenoid.
When I realized that the problem was with the starter bolts, I went to the dealer and ordered new bolts ( the rear one was missing ). The dealer did not have them in stock, so I ordered them. I went to Home Depot. They had the exact same grade of stainless steel bolts. I installed them and torqued them to specs. This ended the problem.
The dealer called to let me know that the parts had come so I went and picked them up. The bolts from HD were less expensive than Home Depot. Imagine that!
I tightened my bolts, but my starter still sounds like a cat caught in a dishwasher. going to either do some internal work, or replace the damned thing altogether. 07 FLHTCUI here, too.
