Hmmmm, dunno. The only time my or wife's bike flash is when we either, stand the bike up or turn on the switch without deactivating the alarm. But it won't start.
Did you check for codes? Maybe it's trying to tell ya something.

Friend called the dealer. The service guy said only the engine light would flash if its a code. The service guy said it might have a security system, but wasn't sure.
I have an '01 RKC and it only blinks like that when the security is on. I never use it, unless my fat pushes the button on the fob in my pocket , it doesn't blink otherwise.

Contrary to what the "service guy" said, my 2001 FLHRCI had turn signals that flashed when starting my bike - indicating an error code or TSM/TSSM Trouble Code.
I did a search on this forum ("Checking TSM/TSSM Trouble Codes"), followed the diagnostic proceedure and found a code 21 - again through the turn signal flashes - that indicated left turn output fault" "bulbs/shorts/bad connections if no voltage on pins 5 or 6 with 4 ways on TSSM FUBAR'd" Now I do not know what all of that meant but it did point me to a left turn signal connection problem in the rear brake light housing that I was able to take a part and easily repair.
Please, give it a try and let us know what the diagnostic tells you.

What he said. Mine does the same thing and it was a trouble code. No alarm. So I just live with it flashing before I start it.
