If the specs are not complete including where the torque is measured (engine torque or rear wheel torque) I would agree with you. In this case I believe the manufacturer clearly states the torque numbers and where they are measured. There is no law that requires any manufacturer to dumb down specs to at third grade level.
If you have questions ask. That's the buyers responsibility. If you don't like the way a manufacturer advertises specifications, buy another product.
