You need to join ABATE and help us fight the smog bill, SB435. If passed, 2000-and newer bikes will require smog inspection, beginning 1/1/2012. Currently it's being amended to switch the smog enforcement from DMV to the police in spot road checks, but it can be amended again to put the smog checks back in:
Right now, cops are begining to carry pictures of bikes with the stock pipes. You get pulled over and your pic dont match up with the pic, pipewise, youll get a ticket. Fixing ticket I believe. So pretty much my Thunderheaders not gonna match up. I heard they tried to pass the smog and it almost passed. Next time around it we might not be lucky. California is a great state.....NOT!!!
If you tell DMV you paid $1 for your motorcycle/car/truck, they charge you fees (taxes) to recoup the sales tax you would have paid at a dealer, not based on the 1$. You won't save any money. You can save some money by getting a good deal through a licensed dealership because their paperwork will drive the DMV fees. I have an (expired) state sellers' license for CA.

Well, in this case I told them I paid $12000 for my 2007 RK. Had the Florida title with the guys name one it whom I bought it from and signed. My taxes were based on $12000 (around $960 for taxes). Plus reg fees and I walked out with tags and the title was in the mail a week or so later. Ya think I paid $12K for a less than year old RK Custom with 900 miles? Well, thats my story and I'm sticking to it!
Don`t think telling them I got it for a buck would of worked but the lady that took my money didn't speak English too well and I was after all saying I dropped $12K on my bike.
She didn't know what a Road King was!
A buddy of mine, non-military, CA resident, bought a NEW non-compliant 2009 bike out of state, registered it in AZ with his CA drivers license and CA insurance. Gave them an address in AZ as residence. Walked out with Title and plates. And saved about $800 sales tax.
The 2006 Fat Boy probably got in because in addition to the 7500 mile rule, there is also an exemption if the vehicle is over a certain age, and I believe it is 3 years. So, if a 2006 Fat Boy shows a manufacture date of 09/05, after 09/08, it can be "imported" into California regardless of mileage. But, you cannot "import" a new 49-state vehicle into California if you are a Califronia resident. Not saying that DMV sometimes "screws up", but that is a rare exception and I would not buy a new scoot hoping to get lucky!
