I ran into a similar problem when I lived in CA. I bought an out of state bike and it had a new speedo showing 400 mi. I had the original speedo showing 13k mi, but the DMV told me I just need to file an affidavit stating that the mileage was in fact 13k. As far as riding it up to 7500 mi? You might want to make sure whoever sells the bike to you put the mileage down as more than 7500 because DMV goes by mileage on Title and not on bike. You will run into trouble if the title states the odometer less than 7500

Right now, cops are begining to carry pictures of bikes with the stock pipes. You get pulled over and your pic dont match up with the pic, pipewise, youll get a ticket. Fixing ticket I believe. So pretty much my Thunderheaders not gonna match up. I heard they tried to pass the smog and it almost passed. Next time around it we might not be lucky. California is a great state.....NOT!!!
