Try wearing road bike pants underneath. They have a nice little pad on the **** part and it keeps the boys in a reasonable position. Wear these on long rides and never have a problem.
Like a couple of guys have mentioned "Compression shorts" (look on the tag). Your boys won't be able to move around and it works. I wear them for the moisture (sweat) wicking. Walmart (Starter) $10, Under Armor and n i k e $25.
