All insurance companies have gone to a system where they do anything in their power to shortchange you on a claim. Get your facts. Go get two estimates on the repairs from shops that specialize in bikes and then get the price on replacement steel from HD. You may be able to prove to them that it's cheaper to replace.
You can fight with them on this a bit too. You can press your point, move up the line to a supervisor. Especially if you have other policies with them too (auto, home owners, etc) If you do, you can threaten to take your business elsewhere if you're not given satisfaction. You will need to be able to back that up if they don't satisfy though. If you or any family members have been in the military, USAA is a great company as insurance companies go. Make the switch.
