....... i've wondered the same thing also ...... from so many threads it seems that substantive power enhancement comes via headwork & cams .....but i don't seem to read anything about it being done to a lowly 88.
I saw a dyno sheet on a head porters web site of a Road king, 88ci, SE204 cam, carburated,
97 torque, 83 hp. Don't know if I should post the link here cause they are not a sponsor. I think it comes down to the fact that if you have the heads off and are having them ported, it isn't very much more cost to bore the cylinders and put in new pistons.
I have an SE 204 in my 88 but no head work. It improved the torque over the stock cam, but from what I hear, going 95 really makes a difference.
I put the andrews 37 cams in and the PC III at the same time and made a big change. Was so impressed I backed out on the big bore kit for now. I would still like to find out what is making a chirping/pinging sound in the back jug exhaust. Planning on pulling heads this winter to see what we can find. Hopefully something will show wear where it may have been making this noise. It is slowly getting louder. 39,000 miles and still runs strong and does not make the sound when you are getting into the throttle.

For me the chirping sound is loose heatshields. "The King" has a bizzilion hose clamps holding on the heat shields and I should replace most of them. The heat has just worn them out.

After stage one download, air cleaner, true duals, mufflers.....Bike just ran OK. Went with Andrews 21G geared cams and HOLY COW !!!!!!! New bike. Great performance and runs cooler. NO FUEL MANAGEMENT at this time....Go figure.
I would venture that at the point you have the heads off, the slight extra amount to get the jugs bored would pretty much make doing the big bore almost automatic.

I could be wrong, but I think that's an S&S cam (510).
