This is beginning to make some sense. Yes its true if you pull the ABS fuse you will have normal brakes. But, keep in mind when you do this you are completely by-passing the ABS and it no longer has control of your braking. However, if your ABS is active and you have a "glitch" in the ABS itself the correct communication from ABS to your brakes could be compromised. If this is truly what has happened lets hope the odds of this type of failure is very low. Will keep you posted as i learn more.

It better be VERY LOW - like NEVER!!
Millions of other vehicles have ABS and I would guess (and I stress guess) brake failure due to ABS not working is basically NONE. It's yours, mine, and everyone else with Harley ABS brakes lives at stake!! However, I'm hoping that this failure was due to a brake fluid problem rather than the ABS not working.
This is a problem that the dealer should get Harley involved with rather than them (the dealer) guessing what the the solution should be IMHO.

Sounds like more than one issue, pedal going down to me is master cylinder. Not sure how a bad master cylinder would effect ABS,but I would like to hear the answer.

Just a thought here but did anyone bother to see if there was any brake fluid in the reservoir? Seems to be the logical first step. Maybe I just missed it.

If HD wants your bike tell them you'll take a CVO straight across

Seems like the service tech is just blaming that "new-fangled ABS system -- Y'know, too complicated to explain." Sounds like a pure mechanical/hydraulic failure. That's kinda like blaming EFI when your gas tank is empty.

Here you go, I was wondering the same thing. I think this was on page 3:
