I stop, or slow until I get an ok signal. If broke down, sure I'll stop, even if he/she has help on the way, who wants to sit by the side of the road for an hour with no one to talk to. Assistance, in the form of a tow, can be a long time coming.
I read in either the AMA or HOG magazine that if you are broken down you are supposed to hang a bandana from your left mirror.
This is supposed to indicate your are broke down and need help. I always stop if possible.
It does depend on a couple of things. Is he alone, does he have a cell phone and where is he and do you have the time to stop? To me, the last is all that matters. If I have time, I will stop no matter what. I might have the tool that could get him backup and running. One time I was out in the middle of nowhere and the battery died. Guy pulled over and had the tools for me to get the battery out. Friends went to get me another battery but this got me ready for the new one when it got back. If it was a loose battery terminal, maybe that tool would have gotten me back on the road. No cell, of course it would be nice to stop and see if they need to call somebody. Even if they have buddies, it's possible nobody has a cell so stopping could save a lot of time and grief. Just common courtesy. Put yourself in that position and what would you like others to do!

Sometimes, just a fellow biker to shoot the breeze with while help is on the way, helps alot.
Was riding down 80 guys bike wouldn't start had his boy with him I stopped pushed started him and off they went. I always stop if time allows. I was broken down couple years ago one winger stopped to help. By
that point I was waiting for a tow so I didn't need the help but it was appreciated
I at least slow down until they give me the ok. Did that last night for a guy, turns out he was just getting though getting a speeding ticket. Wasn't in the mood for much conversation
I stop if I can safely do so. If it is obvious there's a problem, I'd go up to the next exit and turn around.
Earlier this summer, was a HOT day, stop-and-go traffic piled up on the highway, bike started to go into heat management mode. I got tired of the stop-and-go so I pulled over on the shoulder, shut off the bike and had a smoke or two. There was one bike and 2 or 3 cagers that all asked if I was alright. That's actually not bad for now-a-days I think.
I slow down long enough to yell "Sucks to be you!" then drive off.
Just kidding, I always stop and try to help out. I've been that guy on the side of the road, having nothing but car after car driving by trying not to look at me while trying to find their door lock button. That sucks to be stranded and I know how much it helps out to have someone stop.
