I like the concept and think you are on to something that would appeal to the folks who want something a little different; i.e., the same folks who like the extended bags. I do think the current design could be updated to blend better with the curve of the saddle bag lids. One concern would be the mounting hardware as the current hardware has a weigh limitation already and any extra carrying capacity at the current height of the tour pack will only add to handling challenges when running 2 up with a full load for touring. Lastly, it would be good to see a photoshop markup from both a side view and a rear view.
Tell you what I WOULD buy though. A tourpack that is right in between the HD King and Chopped in Height. Same lines as the HD packs, just chopped 1.5" from the King pack.
The King looks huge to me, the chopped looks too short, would LOVE one right in between the two for my StreetGlide. Possibly mold in some tail lights in a similar position to the Ultras, but that DONT look like they were slapped on as an afterthought, (this years CVO Ultra is closer, but still not quite there) Id be all over it.
And if you had an option to just sell JUST the bottom part, so I could re-use my existing lid... Id be in heaven.

If you look at a side shot of glide, the center of all the tour bike luggage is already behind the rear axle. I'd be concerned about it affecting handling by extending it back even further when someone overloads it.

There's a big market for a less expensive, high quality, OEM type tour pac. Don't get too fancy with it, so that it will sell to the masses not just the stretched bag guys and you should sell a boat load of them.
I think flyingace is pretty close with one that fits in somewhere between the two HD pack sizes.
And speaker pods for RG lowers would sell too.
