they took a blood sample which does test for drugs/alcohol. It is standard for the DA's to want their ducks in a row before charging.
I was just going to comment that she might have been impaired on something other than alcohol. I'm sure is the officer could detect it they would have done a field test right there. What a tragic event to have witnessed. I hope she get's what she has coming to her.
Worked as a DUI cop for 6 years. I'm sure what the case is, as mentioned by a few others, is that she was possibly under the influence of prescription or illegal drugs. That would generally be the reason for a blood test rather than a breath test (although blood is the smarter way to go with fatalities either way imo and is required in some states). Those results obviously don't come back right away.
Many people have no idea how dangerous prescription drugs can be. I was sitting at a red light one day in my patrol car. An elderly lady pulled up next to me, stopped, looked, then drove thru the red light. Said she was on her way to work (at a lawyers office). I got behind her to stop her. She continued driving for about 2 miles wiping out mailboxes as she went while my siren was blaring. Once she stopped she had no idea why I was stopping her. Can't remember what she was on but it was a legitimate prescription. Reading this story makes me think it was probably a very similar situation.

I dont mean to hijack the thread but this reminded me of a time I was running code and got behind an old lady who would not pull over; grasping at straws I tapped the horn (which I couldnt hear over the siren), she jumped in her seat, looked in the rear view and pulled over.
Do not move someone who is down but do place a vehicle between the down individual and oncoming traffic.
I know lots of fellow bikers are killed by numnut cagers but this accident just struck a cord with me, never mind the lady who ran him over but the moron who hit him head on first...............
I had a lady left turn me first thing this morning on my ride , she flipped me off while turning, good thing I was paying attention.......as I always do.... wanted to turn around catch her and choke the ******but I said the serenity prayer and kept on truckin...
