The easy solution is to buy the silver-faced speedo and tach kit HD sells for '00-'03 bikes, p/n 74457-00, page 450 of the current P&A catalog.
If I was trying to save $$$, I'd compare the wiring diagrams from the '03 with the wiring diagrams for the '06 Street Glide to determine what the wiring differences are, if any. Ditto the parts books for both bikes to determine if the connectors that plug into the back of the speedo and tach are different. The connectors are pretty simple to change.
However, if the wiring is different, specifically if the newer bike gets the vehicle speed information from the serial data wire in the ECM rather than the Vehicle Speed Sensor, you may be unable to adapt a newer gauge to work on the older bike.
This question comes up from time to time, so if you check the wiring, it would be helpful to post your findings.
Good luck with your project.

PS: When I did the Boom Audio Music Intercom kit installation and installed a Harman Kardon head unit in my '04 EG, I noticed that the vehicle speed information to the radio (for the Automatic Volume Control) came from the Vehicle Speed Sensor while on the '06 and newer bikes, the speed information comes from the serial data wire. The speedo and tach both get the speed info from the serial data wire on my '04, so it was pretty simple to splice the radio speed wire to the serial data wire at the speedo. AVC on the HK radio works with this wiring mod.
