well the brake handle pivot pin is outside the throttle housing on every touring bike I've seen.
That weep hole is where the friction fit throttle adjust screw is at on bikes without cruise control. I doubt wd-40 or whatever you used got in there, if all you did was lube the pivot pin. could but I doubt it.
However, some techs do put lubriplate white grease in the cover to help keep the throttle cables lubed and displace moisture.
I believe three torks screws hold the assembly together. You could remove the cap and look inside to be sure, that's all it is. Has the bike been ridden in a hard rain, or power washed lately? Water could of gotten in between the two halves or past the switches. water and oil mixed tend to turn milky in color.
