The tool roll in question is listed in the big book as "standard on the on the Ultra." It comes from the factory with the tool roll.

Tool kit came with my 2000 Road Glide & with my 2010 LTD...

look in the parts manual. there is a part number for that tool kit. it comes with the fairing models, but not with the road kings.

The tool kit came with my 06 RG along with a front and rear tire and a radio antenna.

My 08 Ultra came with a sack of tools. Not much to it, allens, torxs, and the 36mm combination wrench for the wheels.
