I have 09' Ultra fitted with HD backrest (fixed mount). It was great until I replaced the seat with Reach. Now the back rest looks and functions odd with this seat.
From the first pic check for a loose spring in the backrest. Shouldn't flop over like that. Second, the backrest bracket has three or four holes to insert it into. The farther down you go the farther back the backrest is. It is at an angle. Hope that helped some.
As carltex says, there are more adjustment holes. It is a PIA to lower the backrest. Small hands and it's still a pain. Usually do it one side at a time.
Also, there is a hole behind the backrest. I believe a 5/16 Allen wrench is used to adjust the screw that will move the backrest forwards or backwards.

The bracket has a few different mounting options to the fender, depending on which holes you use. I had to readjust the location of the bracket when I went from the stock seat to the reach seat. The location of the slot in the seat is different on the reach seat. hope this helps.
