Default Rear Shock Oil

I took the rear shocks off of my Ultra Classic and shipped them out to somebody who bought them. During shipping, oil leaked out of one of the plugs in the air hole. The service manual says that the shocks must be stored upright or else the oil will leak out and the shocks must be replaced. This was confirmed by talking to a couple of dealers. Has anybody run into this before? Seems crazy that you can't add oil to these shocks.
