+1 on verify good clean ground with wire of sufficient gauge.
If that checks out, then suspect horn to be faulty.
Don't do the 24v test too many times....It's REALLY hard to get the smoke back in.

Yes.. there's a mod here on the site under the touring section that details it. Search under the $50 mod section..
You have to separate the horn from the compressor to make it fit..

I have the same horn.I split the compressor from the horn unit. Cut the compressor mount and zipped tied the horn to the cow bell cover. put the compressor in the hole infrount of the battery, ran a hose between them and it works great. Took the stock one (made in Mexico) and trashed it.

Do those horns have a tuning bolt? If it does, you might just need to adjust it.

Yes: You will have to slide the compressor off of the horn itself, trim a small corner piece of the plastic and add a length of rubber hose and clamps. You can mount the compressor in the hollow area just in front of the battery: I did this on my 06, but I have seen the newer frames to see if there is any difference.

Short answer NO.... you'll have to modify the horn.

OP... +3-4 on "you got a bad horn" if you have at least 16 ga wires, you should be fine. Check your connections first, but I'm thinking bad horn (it happends)

Chris? here's where/how I mounted my horn, on my FLTR

I really like the one you have now. I think you should keep it.
