Not to mention the chrome rotors I was looking at were more expensive than the wheel itself... jeez
OOO Boy... another nay sayer... You could upgrade your rotor to a 13" and run a 6piston caliper to make up a little on the loss of a front brake, however I ran the stock set up with only the single side on my 07 and you just get use to slowing down a sec earlier. No biggy... IMHO.

...sure, runnin' the 21 up front u definitely get some handling issues but nothing the coolness of havin it won't compensate for

+2 on Coastal Moto for the hook up on shipped Ready-2-Go rims, rotors & tires.

...the stock fender works fine, but they recommend a minor adjustment.

The 21" fronts will fit the stock fender but you need to check the fender clearance and possible raise it a little. Let me know if you any other questions about this combination on your bagger.
Going back and forth on the 18 vs 21 on my Ultra, bike below is the "Play bike" Ultra was for touring and staying stock, but I cant stop the mods Whatever you decide, give Robert from Hogpro a call. Outstanding customer service (see wheels and wide swing arm kit below from HP) Robert and HP are a pleasure to deal with.
