You can buy them from HD or from www.bikebandit.com Problem is you need a rivet tool to attach them, and those run about $100 (or more). I ended up buying some stainless steel rivets (like 25 for $5) and using a regular rivet gun to put on the hinges on the tourpack. I think they look fine, and no, you really can't tell they are not stock HD round head rivets.
You could get stainless rivets, push out the mandrel and polish the head. Reinsert the mandrel and install rivet. They should look very close to chrome.
