Not exactly. If The bars were straight that means the switch was not in in the lock position to start with. Turning the bars to the lock position will do nothing. The switch cams need to be turned to the lock postion with the tool, a screwdriver, or a homemade tool. You would have to guess how deep to place the switch's lock to get it to work. Did you made a tool or are you trying to use the switch's lock? The cap does not need to be on, just the spacers, nut, and spring.
Have done this several times and works well that way I can move the bars if necessary...
